Course Outline
The Emergency Services Skills Assessment (ESSA) is a practical, assessment-only evaluation designed to benchmark emergency response capabilities against industry-defined standards. Endorsed by EMCoP (Emergency Management Community of Practice), ESSA ensures a consistent, portable, and industry-recognised measure of operational readiness for personnel operating in high-risk environments.
This course is intended for those who already have the following certification:
- Certificate III in Emergency Response and Rescue (RII30719), equivalent or higher, and
- Certificate IV in Health Care (HLT41120), equivalent or higher.
- Evidence of time (approx 12 months) in an ESO/ERT role post qualification, or equivalent within industry.
These certificates and evidence must be provided at the time of enrolment.

The Emergency Services Skills Assessment (ESSA) provides a structured evaluation of an individual’s capabilities against defined industry standards. It serves as a point-in-time snapshot of a candidate’s ability to perform core functions across emergency services disciplines.
On successfully meeting the evaluation standards the participant will receive a Non-accredited – ESSA Certificate valid for three years.
Each participants ESSA Certification Assessment will comprise of a three-hour session that incorporates the following Assessment Disciplines:
- Breathing Apparatus
- Fire Team Operations
- Vertical Rescue
- Medical Response
- Road Crash Rescue
This course is intended for those who already have the following certification.
- Certificate III in Emergency Response and Rescue (RII30719), equivalent or higher, and
- Certificate IV in Health Care (HLT41120), equivalent or higher.
- Minimum 1-year active service post qualification, or equivalent within industry.
Students are required to be able to meet the following entry requirements:
- Be physically fit and able to carry at least 20 kgs of weight
- Face to be clean shaven as per AS 1715
- Be able to work in smoke and darkness
- Be able to wear a face mask
- Be able to manage feelings of claustrophobia
- Must be able to climb ladders or stairs under load
- Be physically able to kneel and perform CPR on the floor, uninterrupted for at least 2 minutes (multiple times)
- Able to reach above their head
- Must be able to work and operate at heights
- Wear or bring long sleeve, long pants or overalls, safety boots, safety glasses
